Dr Diego Navarra

Dr. Diego Navarra

Founder & Director of a partner subsidiary body for scientific research and technological advice of the United Nations Framework Convention on Climate Change (UNFCCC).

Diego leads a number of global pledges including CLIMATEXCHANGE an innovative digital hub to assist start-ups and SMEs access finance and funding opportunities, networking stakeholders, coaching and developing multi-disciplinary projects.

Qualifications include a PhD, Management, LSE (2006); M.Phil Analysis, Management and Design of Information Systems, LSE (2004); MSc, Development Management, International Relations, Economic Development Policy, LSE (2002).

Working languages: English and Italian.


Ms Elaine Pearson-Scott

Elaine has significant social work, child protection and child in need experience at a practitioner and senior management level in UK Local Government and registered charities.

Working with international social services on child adoption; she led a delegation to a Health Department conference in New York; and worked on UK and overseas domestic abuse issues. Elaine has delivered Contracted Services across Children and Young People, early years, fostering and residential, family support, sexual exploitation, HIV, homelessness and runaways. She has held Chief Executive positions in the voluntary sector and contributed to national policy development.

Elaine is an accomplished strategic leader and fundraiser with experience of partnership working across the public, private and voluntary sector. Country experience includes the UK, Jamaica, Trinidad and the U.S.

Kate Jeffels, Associate

Mrs Kate Jeffels

Kate has 28 years management experience across the Public, Private, and Voluntary Sectors, the last 11 years at a senior level in both commissioning, and provider roles. Kate is qualified in strategic management and leadership, Commissioning and Purchasing for Public Care and Leading Innovation and Improvement in Healthcare. Kate is also a Performance Coach.
Leading numerous cross-sector change management processes has developed Kate’s resilience, flexibility and adaptability and also her ability to perceive, and take, calculated risks to achieve better outcomes for service users and families. Kate has significant experience in sectors including substance misuse and criminal justice. Kate has undertaken senior consultancy roles for the public sector including review of complex service pathways and substance misuse commissioning.
Achievements include:
Kate is one of the first commissioners nationally to:
o adopt the substance misuse recovery treatment model;
o integrate drug and alcohol services;
o fully integrate adult and young people’s substance use services.
Kate holds qualifications including a PgC (1st year Masters Degree) – Leading Innovation and Improvement in Healthcare;
BA Social Science; Level 7 Strategic Management and Leadership; and a PgC in Commissioning and Purchasing for Public Care.
Helen Leake

Mrs Helen Leake

Helen Leake is a capable Public Health Analyst, with advanced analytical skills and excellent attention to detail.  Helen has significant experience working in a partnership environment including Health, Criminal Justice, Local Government, Education and the Voluntary and Community Sector.  Helen has over thirteen years experience in Public Sector Analyst and Data Management roles, across Public Health, Drugs and Alcohol and Criminal Justice programmes.  

Helen has successfully led management information and intelligence processes to support needs assessment, research and service development.  This has incorporated producing reports on cost effectiveness and value for money as part of Public sector budget prioritisation agendas. Helen has developed and worked on local and national health profiles in the UK. Helen led on a significant ‘social norms’ healthy behaviours survey across education settings in a North of England Local Authority.  More recently, Helen has undertaken senior consultancy for the public sector involving service audit and evaluation across complex health and criminal justice pathways. 

Qualifications include: MSci Physics with AstronomyMSc Criminology and a UCPCE in Epidemiology.
